Place honey , soy sauce and ginger into a small pan. Bring to the boil over high heat, cook for 2 minutes or until reduced and slightly thickened. Set aside for 5 minutes to cool slightly.
Meanwhile, preheat oven to 200C. Line a large baking tray with baking paper and place a wire rack on top. Place chicken on rack and brush with the honey mixture. Scatter sesame seeds over chicken. Roast for 20-25 minutes or until cooked . Loosely cover with foil, and rest for 5 minutes.
Make slaw, combine chilli, honey, fish sauce , lime rind and juice into a small bowl. Set aside. combine remaining ingredients in a bowl. When ready to serve cook rice according to packet instructions and place in a serving bowl. Gently toss a third of the dressing with slaw and place over rice. Top with slice chicken and serve with remaining dressing.
